Like the Elite 2.0, it carries the key claim that speeds cannot be slowed based on how much data is used - AT&T's way of saying it rides at a high priority level on their network. What it drops compared to the Elite 2.0 at $110: 100 GB hotspot instead of 250 GB, no AT&T Turbo, no global roaming beyond North America, and no free connected device slot. It does include unlimited data in the US and Canada and Mexico, plus high-speed data in 20 Latin American countries.
At $90/mo before taxes, the Premium 2.0 occupies a position where the math is difficult: the Elite 2.0 is $20 more and adds substantially more, while Visible+ Pro at $40 taxes-in on Verizon's comparable network removes deprioritization for less than half the price.
